Opportunities with ACE-IT USACE Contract W91WMC-07-D-0001 Background – To achieve the savings expected of the A-76 competition, ACE-IT will implement a number of integrated enterprise processes and automated tools that will streamline IM/IT work and minimize inefficiencies and management overhead. These tools and processes will provide a single, integrated framework for ACE-IT IM/IT service delivery – one place to go to request IM/IT services or check status, one way of doing IM/IT business across the USACE national enterprise.
Types of Work – The ACE-IT scope of work includes the following services: (1) IM/IT administration and management, (2) automation services and systems support, (3) communications services and systems support, (4) information assurance service and support, (5) record management services and support, (6) printing and publication services, and (7) visual information services. ACE-IT will require hardware, software, and some technical staffing and managed services support in order to deliver these services across USACE.
Work Locations – The implementation of ACE-IT enterprise processes and tools doesn’t mean that IM/IT opportunities no longer exist at each USACE location – they certainly do. The ACE-IT enterprise service delivery model is based on a combination of centralized and distributed resources, and we will supply local, on-site services at each major USACE location. One significant change to the previous service delivery model will be the ability of individual ACE-IT technicians at one location to support service needs at other locations by using the enterprise processes and tools.
Supplier Diversity – It is ACE-IT policy to provide subcontracting opportunities to small businesses to the maximum extent possible. Our Supplier Diversity Program includes actively identifying subcontracting opportunities for small business concerns and actively working with them to develop and maintain a diverse and effective supplier base for USACE IM/IT services. Program Information “Mission Assured, Industry Best” – The Army Corps of Engineers Information Technology (ACE-IT) organization is the result of a successful bid by the USACE Most Efficient Organization (MEO) in response to a USACE A-76 competition to provide IM/IT services. The government MEO teamed with Lockheed Martin to develop a “Mission Assured, Industry Best” IM/IT solution that combined irreplaceable government Corps of Engineers knowledge and experience with the proven best practices of an industry-leading IT services contractor. The result is ACE-IT – a dedicated government / contractor team with all the right stuff to meet the challenges of cost effective enterprise IM/IT service delivery and transformation of the USACE IM/IT environment.
Enterprise IM/IT Services – The ACE-IT organization will provide the foundation for enterprise IM/IT services across the Corps of Engineers. This “national control, local execution” approach will enable delivery of IM/IT services at a reduced total cost of ownership, allowing more resources to be focused on accomplishment of the vital USACE missions. One implication of this will be a reduction in the number of separate IM/IT contracts across USACE. But there will be plenty of opportunity with the ACE-IT team to support IM/IT service delivery, on both enterprise and local levels.
ACE-IT Procurement Interface – To achieve the savings expected from the A-76 competition, the Corps of Engineers has made the ACE-IT program responsible for the provision of all in-scope IM/IT services. ACE-IT has assigned the responsibility for procurement services to Lockheed Martin, who serves as integrating contractor for the ACE-IT team. The Task Order Management System (TOMS) was established to help vendors and subcontractors understand and pursue potential IM/IT opportunities with USACE, and TOMS registration is the first step to begin a dialogue with ACE-IT.
