HVAC, HSBC to Examine Serious Federal Contracting Concerns
WASHINGTON, D.C.— On, at in room 334 of the Cannon House Office Building, the Subcommittee on Oversight & Investigations will hold a joint hearing with the House Committee on Small Business Subcommittee on Contracting and Workforce examining the use of reverse auctions by the Department of Veterans Affairs and other federal agencies during the contracting process.
A reverse auction is a process in which a buyer solicits bids from multiple sellers, in contrast to a standard auction where a seller solicits bids from multiple buyers. Of the $828 million in federal agency reverse auctions awarded in fiscal year 2012, GAO reports that 99 percent were conducted by the same contractor, and VA awarded the greatest dollar value of these – over $200 million. In choosing only one contractor to conduct nearly all of its reverse auctions, VA did not solicit competing offers from any other contractors, possibly contradicting the spirit of the Competition in Contracting Act of 1984, which requires that agencies fully compete contracts except in seven limited circumstances.
A two-year House Committee on Veterans’ Affairs investigation has revealed a litany of additional accountability concerns regarding the federal government’s use of reverse auctions, many of which are substantiated by a GAO report that was released yesterday.
